ifconfig Carrier problem, addendum

I also rebooted my laptop in Windows 98 and tested ftp on a large file.
The results are:

Windows: 	2.5 MB/sec

Linux: 	500 KB/sec

This is through the same 3Com card, so the Linux performance problem
doesn't appear to be hardware related.
