[ltp] T21 hot swapping

More issues to lay on all you like minded folk.  Hot swapping the floppy
and CDROM in the ultrabay-2000 works under Windows 2000.  Under linux if I
put in something that wasn't there at boot time, I get an infinite series
of triple-beeps: "BEEP BEEP BEEP PAUSE BEEP BEEP BEEP".

Hot swapping between the CD and an extra battery worked on my 770Z once I
compiled the CD driver as a module, but I have a bad feeling the situation
here is less straightforward.
