Interesting question, I haven't tried to do this in linux.  I've played
with 
speech synth a little bit on VMS (used for warnings in a control room).

A search of www.freshmeat.net turned up http://www.SpeechIO.org/ and
http://www.op.net/~darxus/speechio/dl/

Tell us how it works out.
