[ltp] X11 is slugish

i noticed that in the windows version of ps2 there is a setting that lowers
the speed of the computer when powered by battery that basically makes the
machine run at a slower clock speed to conserver on power.. from what i
remember there were 3 options.. i'm not sure if this is implemented into ps2
or not but i specifically remember seeing it in the windows version...
