[ltp] How do I configure kppp so that users other than root can use the modem to dial out?

For some reason your text did not 'quote' so here is my reply:

First, kppp normally has a 'mode' of 4755 with an owner of root and a
group of root.  As root you have full control over kppp.  Now another
user will only have the ability to execute and read the program.  The
user will have access to the accounts that root has setup.  So, once a
setup is created any user should be able to use them

Second. check /dev/modem or whatever it points to.  In my systems case,
it is /dev/ttyS2 (or serial device 3) which also is my PC Card Modem. 
In order for any user to use this device it must be set up properly. 
The device must be set to 666 or read/write for user, group and others.

Third.  Log in as the desired user and attempt to use kppp.  It should
work now.
