[ltp] serial port on Thinkpad 600E

I recall seeing in someones guide to setting up
irda on the 600e (w/ Linux) that tpctl on serial ports does not
persist through a power up and that to get irda to work they
has to run the ps2.exe util under DOS first to configure the
serial port.  Check tpctl man page or docs it might mention also.
