[ltp] powering down and halting

Thanks for your comments, CONFIG_APM_REAL_MODE_POWER_OFF doesn't
make any difference for me.  Still won't reboot or power off.

(I don't think this parameter is involved in the reboot code
anyway - only the power off/halt stuff.)
