[ltp] self-made external battery for laptops project

I agree, the 12 volt in the car is flacky. I purchaed a PSU for the car
(Switching Power Supply then regulated for my 760) got it off eBay for less
then $50.00US. Laptop and data worth more then that. My $0.02
