Well, it does, MS style, but C++ needn't get in the way of C, any more than 
gcc users need to wonder why the C compiler doesn't know the C++ libraries.  
As other posters pointed out, the task of maintaining the linux kernel could 
be much more daunting, if C++ were involved.
