I suggest the place of the partition isn't interesting for the bios as
it's into the bios reachable area of the disk.

Device Boot Start End Blocks Id System
/dev/hda1 * 1 265 2003368+ 83 Linux
/dev/hda2 266 662 3001320 5 Extended
/dev/hda5 266 469 1542208+ 83 Linux
/dev/hda6 470 605 1028128+ 83 Linux
/dev/hda7 606 623 136048+ 82 Linux swap
/dev/hda8 624 662 294808+ 6 FAT16

On /dev/hda8 the PS/2 Util has created.
-rwxr-xr-x 1 root root 170598400 22. Apr 16:05 pm_hiber.bin

This is from my TP600 2645-450, the hibernate works well if there is
no active NIC inserted, i have to suspend the NIC first wird cardctl.
Maybe your TP21 got some internal running part that cause the bios to
deny suspend / hibernate (Modem, internal NIC?) with the double-beep.

Bye
