I think this a problem on the wireless-applet side.

There's also a range problem with the airo_mpi driver, compared to
the airo driver. With the airo, the quality ranges from 0 to 10, 10 being
the best quality. With the airo_mpi, the same value read from the card 
ranges from 10 to  approx. 100, 10 being the best quality. You may want to 
try http://bellet.info/~bellet/laptop/airo_mpi.c-20030802, I scaled the
quality so that now, avg_qual.qual=50, max qual is 100, worst is 0, as
expected.
