This is what I have in modules.conf:

options slmdm country=GERMANY
alias char-major-212 slmodem
alias slmodem slamrmo

And in syslog I see
Feb  3 13:06:12 cray kernel: slmdm: country set is 0x42 (GERMANY).

so I assume that step went right.
