[ltp] ifupdown-roaming: Debian roaming network support

I've prepared a Debian package that extends ifup and ifdown
so that
    * groups of interfaces can be controlled together,
    * an appropriate interface configuration is automatically
      selected for the current network environment, yet
    * the detection sequence is manually controllable, and
    * it's easy to set up.

ifupdown-roaming is designed to replace the netenv, switchconf,
divine, intuitively, laptop-netconf, laptop-net and whereami
packages.  The README file explains how to set up automatic
network configuration on a Debian system with APM, PCMCIA and
hotplug.

Try it out and let me know how well it works for you.  Sending
feedback is important if you want this package to meet your
needs.
