Indeed!  My current workaround is a little chvt+standby program used as
the sole xscreensaver 'graphics hack'.  Pretty sad, but at least the
backlight does end up off without having to remember to do anything.  Info
FWIW at http://ackleyshack.com/ackley/t40p/.  I'd sure pursue a better fix
if anybody has leads.
