It's the hardware itself. A Mobility Radeon 7500 isn't really a fast
chip anymore (although it has been rated as such 1,5 years ago, see
http://www.tomshardware.com/mobile/20020220/index.html). It has been
released in 2001, literaly 4 generations behind the current state of the
art (which you need to play UT2003 with a decent setup (IMHO the name of
the game hints to what age the graphics-card should be: around 2003...).

I don't know wether all functions are supported with the XFree86
radeon-driver (especially the T&L-unit), but as there is no other option
(beside buying a commercial X-server, like from Xig), you have no
choice. And the chip is to slow for (modern) gaming anyway.
