I have used the Xircom 10/100 with modem from late 1998 to early 2003 in
my Thinkpad 770. I had fairly big problems initially because of the lack
of cardbus support in the pcmcia code, but that was resolved (like most
things) over time. When RHL 8 came out, I reormatted my machine, installed
RHL 8, shoved the card in, and it just worked. period. (earlier I had to
tell kudzu something about not probing serial ports, but that was a long
time ago, circa RHL 7.x).

Here's what you could do to find out what's gooing on:

# chkconfig --list pcmcia
pcmcia 0:off 1:off 2:on 3:on 4:on 5:on 6:off

Make sure that pcmcia is turned on for levels 3 and 5. If it isn't, make
it so:

# chkconfig --level 35 pcmcia on

now open two terminal windows, and watch the messages file i n one of
them:

# tail -f /var/log/messages

Then shove in the card, and see what reports in the messages file. You
should see network and modem related messages coming up.

I will be installed RHL 9 the second it comes out, but this time I am
worried - the last Beta persistantly locked up on me. Something to do with
the kernel configuration. So I guess I will be dual boot for a while (RHL
8 and 9) until any potential issues are sorted out in 9.

Don't know about concensus, but I have found notebook and desktop
technologies converging so much (same/similar video chipsets, motherboard
chipsets, etc.) that I don't see any difference in level of support for
notebooks and desktops anymore.
