i have tp600e, kernel 2.4.20, and halting (shutdown), rebooting work
fine.
here are my settings, not all of them are needed, but anyway here it goes 

* Power Management support
M   Advanced power management BIOS support
*   Enable PM at boot time
*   Make CPU Idle calls when idle
*   Enable console blanking using APM
*   Allow interrupts during APM BIOS calls
*   Use real mode APM BIOS call to power off
