[ltp] cpufreq speeds below 600 MHz?

I tested around a bit with these Options, thx for the hint, and 
encountered, that
you only need the CONFIG_X86_P4_CLOCKMOD=y to get the
scaling_available_frequencies, The others took no effect (on my side, 
somebody
other experiences?). But it seems, that the rundown time of the battery 
isn't that
much imporved by scaling down from 600 to ~160MHz, but I didn't had the time
yet for a longer test.
