[ltp] cpufreq speeds below 600 MHz?

Just a note:
with my kernel 2.4.22-ac4 and cpudyn (T40p 1.6 MHz) I get from "cat 
/proc/cpuinfo" 1594.851 or 598.069. So I get no frequencies under it. 
But my fan is turned off completely with the second one. However not all 
the time and the frequency is changing very often.
I think there is a problem of the decision when to spin up and down, not 
really the speed itself.

BTW: Anyone hase a little gnome-applet or anything like that for display 
the frequency. There might be something general like GAI but I did not 
have time to code it.
