[ltp] Thinkpad T30 and CPU power management

Hi,
I'm having Thinkpad T30 with Slackware 9.1 (2.4.22 kernel).
APM kinda works, tpctl partly works as well.

The problem is that when I run at full power the CPU frequency is 2GHz, when I 
get battery power at around 5% the CPU frequency drops to 1.2GHz. It stays 
that way even I plug AC.
Is there a way to restore it back?
tpctl -{pma|pmb}=high did not help.

Or I should give a try to ACPI and speedstep?
