What you have is the expected one. hdparm -B254 improved about 2 MB/sec,
to 25.x MB/sec.

However the real reason I use this option is the prevent the irritating
rapping of the disk I have with any OS, any filesystems and any tweaks
except this -B254. I have now the same clacking noise with the second,
same IC25N040ATCS05-0 disk in a T40, the first one crashed after a couple
of months light use.

The drawback is less aggressive power management and I guess a higher
possibility for disk failure. If the disk noise were bearable by default
I wouldn't use -B254.
