'cause that's just the difference between APM and ACPI:
APM is bios side power management, it doesn't involve the running
operating system. Hence when you are using APM, the bios blanks your
screen.
ACPI does nothing but trigger events to the operating system. So dealing
with the event has to be done in software. That's why things like root
access to X server do matter then.
