[ltp] Cooling fan always running

hi,

your radeon has also power management features.
But without support it runs on high power as the CPU would also do without
speedstep.
The drivers: ati, radeon don't support this power modes, so the graphic card
is always at high load. That's the problem. Because of the high load
the card is always very hot, so  it must be cooled. But the cooling system
is not setup to do this without  fan running, if the card is on high load.

That's the problem :(

Most people on this list have Radeon 9000 or higher, so they can use
the fglrx driver, but we can't.

Any help would be great, I don't know how to fix this :(
