Ok - I'm guessing 'throttling' is the 'p4-clockmod' kernel module
stuff and it changes frequencies - on a non-speedstep CPU. (and as you
say - works only with ACPI's help)

In the above link using this driver, a P4 2.8GHz went down to 350MHz.
