I get similar messages with usb-2 & fc3 (2.6.9-1.681_FC3)

Dec 27 12:29:30 asterix kernel: usb 1-3: new high speed USB device using address 3
Dec 27 12:29:30 asterix kernel: usb 1-3: device not accepting address 3, error -71
Dec 27 12:29:33 asterix kernel: usb 1-3: new high speed USB device using address 17
Dec 27 12:29:34 asterix kernel: usb 1-3: device not accepting address 17, error -71

Have you tried 'WinXP' to see if the USB-2 device works? The message
I get with WinXP is 'warning: plugging in a usb-2 device on a usb-1
port' or something like that.

My guess is - USB-2 ports on the MB are 'fried'. The same thing
happend for a collegue (WinXP only user) - who got it fixed via
warrenty service. (I haven't yet tried to get my T40 fixed)

With linux - I'm able to use the device with usb-1 (by removing
ehci_hcd module).
