"xdpyinfo" gives a lot of output about the currently running X server.  
One of the things it lists is all the extensions that are running.  The 
ResizeAndRotate extension is called "RANDR", so "xdpyinfo | grep RANDR" 
should give you one line of output if RANDR is enabled.  I think 
/usr/X11R6/bin/xrandr won't work at all if RANDR isn't available.
