Huh?? Where did you read that?
That's of course, not true.

If you think /proc/cpuinfo is wrong, you could use the program i posted
some time ago to the list to get your current cpu-speed.

(Have a look in the Intel Pentium M datasheet, document 25261202.pdf,
Table 5, to see with what voltages and frequencies your processor work)
