Yes. Last I looked xscreensaver monitored mouse and keyboard activity by 
their IRQ interrupts via the file /proc/interrupts. USB mouse activity 
isn't counting as acivity. 

Consequently if you are *just* using your USB mouse the screen will blank 
on you even though you are using your system and USB mouse activity won't 
trigger a unblank.
