Unison does exactly what you want, very well.

I use ifplugd and guessnet on Debian to detect the cable being inserted
(ifplugd) and work out where I am (guessnet).  Then write some scripts
which examine the variables set (my per-interface configuration writes a
file to /tmp containing the location) and does the right thing.
