Because IBM is a very big company, and there are a lot of different
groups inside it.  Some of them like OSS, some of them don't, and some
of them would like to release documentation, but can't for legal
reasons.

Heck, there are a lot of *lawyers* around IBM, and some of them like OSS
releasing of software and some don't. ;)
