[ltp] Error on running rpm with FC2

I knew there was one more thing I could do.  I'm wondering where rpm is 
trying to put the lock file.  Maybe the directory no longer exists.  
I've run rpm -Uvvh but it does not state where the file is going.  Maybe 
strace will figure out where.
