[ltp] T42 won't power off after shutdown/halt/poweroff

Sorry this is not a solution, but after loading the 2.6.8.1 kernel today
and configuring acpi, ibm_acpi, kernel software suspend etc (which seems
to work perfectly on my T42/radeon7500), i noticed it wasn't powering
down.  But after seeing this thread I tried nolapic and it works a
treat.

Knocked up some documentation too.  Not as comprehensive or a huge
contributions like others' here, but more of a quick starter.
