[ltp] Time spent in C3 cpu state ?

there has been a discussion in this forum about that a while ago. In short, 
using usb1 (what about usb2?) or 16-bit pcmcia cards prohibits the cpu to 
rest. Some time ago, I tried tpb and found that it was also keeping the cpu 
in C2.
