Thanks for the hints.  While rechecking all the bios options I 
discovered the "diagnostic" boot vs the "quick" boot.  With the 
diagnostic boot I was able to see a very brief POST message that said 
"ctrl+s" for network setup.  Once I got to the network setup I was able 
to disable all kinds of network booting stuff.

So it's booting off the HD now!  The card is detected by the kernel!  
DHCP has set everything up!  And I can finally shut down that 9.5 KB/s 
SLIP connection that I was using for connectivity.  Woohoo!
