No, its not a bug. Killing a process during an IO operation can lead to 
serious data loss and file system corruption. Hence there must be some 
protection against the termination of processes in the wrong moment.

Nevertheless, I agree that a possibility to kill processes in "D" state (at 
least in an emergency and if you know what you are doing) would be useful.
