On my R50e I never set a DVD region and it seems to play any DVD without 
changing the region. I watched several German and a few Chinese DVDs with 
xine without any problems.

The homepage of libdvdcss says:
"Unlike most similar projects, libdvdcss  doesn't require the region of your 
drive to be set."
