If apm is not installed at all (is it in the kernel?), you shouldn't need 
"apm=off".

On my desktop, it used to stop at the line "Power down now" or similar, 
but with these settings it powers off (2.4.29):

General setup  --->
 [*] Power Management support
  <M>   Advanced Power Management BIOS support
  [*]     Make CPU Idle calls when idle
 ACPI Support  --->
  [*] ACPI Support

append="... apm=power-off ..."

Some of that may be voodoo.  I have an Asus A7V333 motherboard.  HTH.
