I applied your tweaks and it got better but still don't reach your own 
figures:

atto:/home/eric[0]# hdparm -tT /dev/hda

/dev/hda:
 Timing cached reads:   884 MB in  2.09 seconds = 422.42 MB/sec
 Timing buffered disk reads:   92 MB in  3.22 seconds =  28.57 MB/sec
