[ltp] T40, ipw2100 and Ubuntu

No AP's near me, except mine.   The bug Jan posted does seem to be my
problem, particularly this comment:

Intel's solution to the problem is ridiculous.  "contact the vendor of
the AP"! I guess anytime I'm using a public AP that doesn't work, I
should ask them to upgrade the firmware, sheesh.
Hopefully the "iwconfig power off" fix will work.
