Sounds like a bug there, or in the kernel.

Contact the upstream developers of hotplug and find out if they expect
it to work and, if so, what debug information they want to resolve it.

You can always help out by offering to debug stuff, if someone can tell
you what you need to do for them.  

I have done this a few times myself when I couldn't learn the innards of
a huge package just to file a useful bug report.
