I think that loading radeonfb from rc.local is a bit too late. Try doing
what I did, which is add a script that loads the framebuffer early in
the run-level.=20

I've attached my crappy little init script which I store
in /etc/rc.d/init.d/framebuffer. Drop it into the file system and as
root run "chkconfig --add framebuffer", then run "chkconfig --levels
2345 framebuffer on". Next time you boot, you should see the boot
messages change font when radeonfb is loaded. After doing that I found
that my S3 power consumption went down substantially.
