hi,

this should do the trick:

echo 1500000 >  /sys/devices/system/cpu/cpu0/cpufreq/scaling_max_freq
echo performance >=20
/sys/devices/system/cpu/cpu0/cpufreq/scaling_governor

I don't think you have a daemon running which controls your cpu speed,
maybe you should try powernowd.
