That doesn't seem right.  AFAIR the IrDA chip on T23 is IBM something or
Temic something.

Did you specify dongle_id=3D9 when you loaded the nsc-ircc module?

Here's what I use on my T42 -- IIRC I used the exact same commands on my
old T23, but I'd have to grep the list archives to be sure:

  setserial /dev/ttyS1 uart none port 0 irq 0
  modprobe nsc-ircc dongle_id=3D0x09 io=3D0x2f8 irq=3D3 dma=3D3
