At least hotswap with libata+SATA is supposed to work well, but I've no

But as of my understanding, the new architecture of libata was designed 
to support hotswap from the beginning. Therefore there might be a small 
chance that it will work for PATA, too.

I just searched the web and found "Hotplug/Warmplug" for PATA in Alans 
TODO list, so hotswap support seems to be planned but probably not 
working yet.
