[ltp] Speed stepping below 798000 Hz

OK, but my T43p with a 2.13G CPU also does not go below 800Mhz. The 
thing is that in windows it even drops to 300!!!
I'm using 2.6.12-gentoo-r10 and here are the 
/sys/devices/system/cpu/cpu0/cpufreq/ readings:

cartman cpufreq # cat cpuinfo_min_freq
800000
cartman cpufreq # cat scaling_available_frequencies
2133000 1866000 1600000 1333000 1066000 800000

Anybody has any ideas on how to tweak this list? Or do you know a kernel 
patch for it? I would really like to run it at 300 when reading emails 
as the autonomy is really crapy compared to my good old T42...

Also I observer something... if I put in BIOS that on battery it should 
switch to max battery life, also the list of available frequencies 
changes on power disconnect and it locks to only 800000...
