[ltp] tp_smapi

I doubt if this program would work on my T20;
but when I downloaded and compiled it 
and tried to install it with "make install" I got the error

[tim@elizabeth tp_smapi]$ sudo make install
make -C /lib/modules/2.6.16-1.2080_FC5/build M=/usr/local/tp_smapi modules
make[1]: Entering directory `/usr/src/kernels/2.6.16-1.2080_FC5-i686'
  CC [M]  /usr/local/tp_smapi/tp_base.o
/usr/local/tp_smapi/tp_base.c:32:27: error: linux/tp_base.h: No such file or 
directory

Am I meant to install this file in the appropriate include directory?
It seems surprising that "make install" does not do this.
Perhaps I have misunderstood what one is meant to do?
