I just noticed the same bahaviour (ibm-acpi, R40). The solution is as
simple as easy: you need to activate the hotkey feature of ibm-acpi:
echo enable > /proc/acpi/ibm/hotkey

See the ibm-acpi readme for more details. Without ibm-acpi the acpid
is only capable of recognizing Fn-F4, lid and power buttons.
