you should be able to remove this line and use 
/etc/modules.conf.d/ibm_acpi instead:

$ cat /etc/modules.d/ibm_acpi

options ibm_acpi hotkey=enable,0xfff experimental=1

you have to run modules-update after doing this. obviously, remove the 
mask and the experimental bit if you don't require them.
