Try to find where is the documentation of libdvdread3 package or 
something like that. And try to find something like install-css.sh.
Mine in ubuntu is located at:
/usr/share/doc/libdvdread3/examples/install-css.sh
run the script.
Maybe gentoo does this differently but give it a try.
