On the T21 it is not possible.  To be more specific, I have not yet
found a way to get any USB devices to appear in the list of bootable
devices (even when correctly formatted) and there are no references to
booting from a USB device in any of the IBM documentation for the T21
that I have found.  Given the similarities between the T20 and the T21,
I assume that the situation is the same for the T20.

However, if you do find a way to get it to boot (or can be reasonably
sure that it is not possible) feel free to add an entry to the ThinkWiki
table of supported boot devices.[1]
